Chronology of Events

The following is a brief, approximate timetable of events surrounding the establishment of Recovery in Licking/Knox Counties.

Prepared by Laura Maxwell with input from the Recovery Steering Committee.


1987



Licking County Mental Health Association opens the Main Place, a consumer drop in center, which coincided with a demonstration project by ODMH about the benefits of consumer, operated services.

1995

"Applying the Art of Possibilities" grant is awarded to Licking/Knox ADAMH boards. This initiative used a research design to explore the benefits of consumer networks.

The Boston Center of Psychiatric Rehabilitation selects Licking and Knox County to be a project site under a National grant. Dennis McCreary M.D. and Joe Marrone conduct a series of workshops on employment for individuals with a mental illness.

1997 Orientation to recovery training is presented to Clinicians and consumers

1999

ODMH publishes the resource guide - "Emerging Best Practices in Mental Health Recovery". This was a result of a collaborative effort of 28 consumers, family members and mental health professionals from across the state of Ohio.

ODMH releases a Request for Proposals for Recovery Systems Development

 

December 2000

Steering Committee contracts with a consultant, Wilma Townsend to complete a Recovery Readiness Survey with consumers and clinicians. The survey indicated that the Licking/Knox system was receptive to the recovery philosophy.

 

March 2000

Licking/ Knox Mental and Health and Recovery Board receives a Recovery Systems Development Grant to actualize the Emerging Best Practices Model in Mental Health Recovery on a system wide basis. The Planning Committee composed of consumers and mental health professionals meet to develop strategies for implementation of the grant.

 

June 2000 Coordinator of Consumer Affairs/Recovery Services, Glen Hopkins, is hired to lead consumers and professionals in creating a recovery system of care.

August 2000 A Steering Committee composed of some original planning committee members meets to plan the recovery program and research design.
  • Consultant from Office Support Agency (OSA), Wilma Townsend is selected to assist the steering committee in developing an action plan for integrating the Recovery Best Practice approach.
  • Recovery Management Plan (RMP) designed - The RMP is a documentation tool that facilitates consumers and clinicians in establishing a partnership to select goals and develop action steps.
  • Plan for the debut of Recovery Training plan
  • Plan administration of the Recovery pre-test for consumers and clinicians
  • Clinicians (therapists and case managers) volunteer to be a part of the experimental group that will offer recovery-oriented services to 5 clients on their caseload.
  • Agency liaison identified
April 2001 All clinicians complete the recovery pre-test

May 2001 Sixteen- hour Emerging Best Practices in Mental Health Recovery Training conducted with clinicians at Moundbuilders Guidance Center.

June 2001 Clinicians select 5 clients to utilize EBRMH Recovery that will compose the experimental group.

July 2001 Recovery Centers oversee the administration of the recovery pre-test to consumers identified by clinicians to be in the experimental group.

August 2001

Monthly peer supervision meetings commence for clinicians. The consultant and liaison provide technical assistance to implementation of the recovery process.

October 2001 Recovery presentation, "Working for Recovery", given by members of the steering committee at the Ohio Rehabilitation Services Commission

January 2002 Production of video on the process of developing a Recovery Management Plan

February 2002 Development of 8 Process steps of Recovery

May 2002 Clinicians receive Refresher training

August 2002 ODMH awards Licking/ Knox Community Mental Health and Recovery Board continuation funding for the development of a Recovery system.

September 2002 Community Mental Health and Recovery Board of Licking and Knox Counties along with the Ohio Department of Mental Health Sponsor a conference - "Recovery from Concept to Practice: Practicum in Local Systems".
  • Recovery used in the group process
October and November 2002 Consumers and clinicians complete post-test

November 2002 Meeting with members of the Sciota Paint Valley ADAMH Board to educate them on how Licking/Knox has successfully applied the recovery philosophy to the delivery of services.

March 2003 Recovery presentation at the "All Ohio Institute On Community Psychiatry"

March 2003 Mary Kay Smith, who heads up the CCOE of Illness Management and Recovery, contacts Licking/Knox to discuss the integration of illness management and recovery since Licking/Knox has already conducted research in recovery. Smith decides to only focus on one component of recovery, clinical care.

April 2003 The Columbus Medical Association Foundation awards a grant to the Licking/ Knox Community Mental Health and Recovery Board for the development of Recovery toolkits, dissemination of the Recovery process and consultation with National experts.

May 2003 Members of the steering committee go to Washington to present at the 2003 Joint Conference on Mental Health Block Grant and National Conference on Mental Health Statistics- Promoting Resiliency and Recovery Through Planning and Data Partnerships in a Time of Economic Austerity.
  • Article authored by Wilma Townsend, Laura Maxwell, and Glenn Hopkins, submitted to Psychosocial Rehabilitation Journal
June 2003 Columbiana County requests meeting with Licking/Knox to discuss bring our leanings about recovery to their county. Discussions took place about their partnering with Licking/Knox on a National Grant, but they decided to purchase training on the Licking/Knox Recovery model but not to partner on the National Grant.
  • Name for the Licking /Knox process of Recovery is chosen. SOAR - Systems operating to achieve recovery.
  • Writing of Clinicians Toolkit completed
July 2003 Pre-test completed with consumers and clinicians in the Scioto Paint Valley ADAMH Board area.

August 2003 Article co-authored by James Deuschle and Frances Deuschle submitted to Social Work Journal
  • Center for Mental Health Services award the Licking/Knox Community Mental Health and Recovery Board a grant to fund a portion of the Recovery Consultative Forum in October.
October 2003 Consultative Recovery Forum with National experts in the field of Recovery.

January 2004 Members of Steering Committee gave a Recovery presentation to SAMHSA (Substance Abuse and Mental Health Services Administration) program staff in Washington DC.

February 2004 Wilma Townsend, member of the Steering Committee trained two AOD agencies in the Licking/Knox system on Emerging Best Practices in Mental Health Recovery. This was done in an effort to include the AOD side in the system change.

February 2004 Members of the Steering Committee gave a Recovery presentation in New Orleans at the National Council for Behavioral Healthcare Annual Conference.

June 2004

Members of the Steering Committee gave a Recovery presentation in Washington DC at the Joint National Conference on Mental Health Block Grant and Mental Health Statistics.
