Licking County Mental Health Association opens the Main Place, a consumer drop in center, which coincided with a demonstration project by ODMH about the benefits of consumer, operated services.

"Applying the Art of Possibilities" grant is awarded to Licking/Knox ADAMH boards. This initiative used a research design to explore the benefits of consumer networks.
The Boston Center of Psychiatric Rehabilitation selects Licking and Knox County to be a project site under a National grant. Dennis McCreary M.D. and Joe Marrone conduct a series of workshops on employment for individuals with a mental illness.

ODMH publishes the resource guide - "Emerging Best Practices in Mental Health Recovery". This was a result of a collaborative effort of 28 consumers, family members and mental health professionals from across the state of Ohio.

Steering Committee contracts with a consultant, Wilma Townsend to complete a Recovery Readiness Survey with consumers and clinicians. The survey indicated that the Licking/Knox system was receptive to the recovery philosophy.

Licking/ Knox Mental and Health and Recovery Board receives a Recovery Systems Development Grant to actualize the Emerging Best Practices Model in Mental Health Recovery on a system wide basis. The Planning Committee composed of consumers and mental health professionals meet to develop strategies for implementation of the grant.

Coordinator of Consumer Affairs/Recovery Services, Glen Hopkins, is hired to lead consumers and professionals in creating a recovery system of care.

A Steering Committee composed of some original planning committee members meets to plan the recovery program and research design.
- Consultant from Office Support Agency (OSA), Wilma Townsend is selected to assist the steering committee in developing an action plan for integrating the Recovery Best Practice approach.
- Recovery Management Plan (RMP) designed - The RMP is a documentation tool that facilitates consumers and clinicians in establishing a partnership to select goals and develop action steps.
- Plan for the debut of Recovery Training plan
- Plan administration of the Recovery pre-test for consumers and clinicians
- Clinicians (therapists and case managers) volunteer to be a part of the experimental group that will offer recovery-oriented services to 5 clients on their caseload.

Mary Kay Smith, who heads up the CCOE of Illness Management and Recovery, contacts Licking/Knox to discuss the integration of illness management and recovery since Licking/Knox has already conducted research in recovery. Smith decides to only focus on one component of recovery, clinical care.

The Columbus Medical Association Foundation awards a grant to the Licking/ Knox Community Mental Health and Recovery Board for the development of Recovery toolkits, dissemination of the Recovery process and consultation with National experts.

Columbiana County requests meeting with Licking/Knox to discuss bring our leanings about recovery to their county. Discussions took place about their partnering with Licking/Knox on a National Grant, but they decided to purchase training on the Licking/Knox Recovery model but not to partner on the National Grant.
